For example, a white box appears over "Turning on high contrast" when I try to click on "Change the size of apps and text on other displays" as seen in the image I attached.

Also the quick settings in the action center are grayed out. To fix this problem I did a repair install of Windows 10. The Settings app worked for 1 day after the repair install.
